can we design forms with MAPI to have custom regions in folder view area

Can we design the formserver so that the folder view can have a region attached to it. Like add-in express is doing it. Can we add a window to the folderview of outlook? Other than customizing the folder view.

Can we have a form for a folder, that can be displayed for any message type?
