Visual Basic 2008 in Russian

Hi - can you tell me - if a Russian wants to write a Visual Basic 2008 program - can they get a Cyrillic version or do they have to still write the program/access menus in the English/Roman letter version?

VB.NET is 100% Unicode enabled. You can make the menus look like Chinese if you want.
