can't install Microsoft .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update for .NET versions 2.0 through 3.5 (KB951847) x86.

When windows update tries to install it, I get an error code 1603. It says, "windows communication foundation is not installed". I did a search and it is installed on my computer!!! So how do I fix this?
