RGB Rast and .Net Framework

I have tried for the better part of the day to get this thing to install. I have read countless pages of suggestions to get the Windows Installer, .Net Framework andsuch to work. I am still having a error code come up that says the RGB Rast is not installed.When I click on the links that are supposed to install it manually, the system says it doesn't know what touse to open the file. This is a brand new machine - this instance is a prime example of why I really, really don'tlike automatic updates. The system works, but I can't install anything new (like my digital camera download utility). Yes, I downloaded the pictures using an XP utility but when something isn't working there will come a time when I need it and can't get it fixed. The error code I am getting now is:

RGB Rast: [2] Error: Installation failed for component RGB Rast.MSI returned error code 1601
WapUI: [2] DepCheck indicates RGS Rast is not installed.
WapUI: [2] DepCheck indicates Miscrosoft .NET Framework 3.0 was not attempted to be installed.

I did finally get Windows Installer restarted - but that doesn't seem to help

What is you Windows version?
